Joy Baluch AM Bridge, Port Augusta – South Australia

The Joy Baluch AM Bridge Project comprised the construction of a new bridge and the refurbishment of the existing Joy Baluch Bridge, delivering a resilient, future-ready crossing over the Spencer Gulf at Port Augusta. The dual-bridge solution significantly improved safety, capacity and flood immunity for South Australia’s key north–south transport corridor while maintaining traffic continuity during construction.

We were engaged by PW2PA Alliance as the constructor for both bridge assets, undertaking full end-to-end delivery of the new bridge and major refurbishment works to the existing structure. We delivered the complete bridge works across both structures, managing complex marine, structural and traffic interfaces in an exposed coastal environment in accordance with the following Scope of Works:

  • New Bridge Construction:
    • Construction of all bridge substructures and superstructure elements.
    • Marine and in-water works, including foundations and piers in tidal conditions.
    • Construction of approach structures, deck, barriers and associated bridge elements.
    • Delivery of a modern bridge designed for increased capacity, improved flood resilience and long-term durability.
  • Existing Bridge Refurbishment
    • Structural refurbishment and strengthening of the existing Joy Baluch Bridge.
    • Concrete repairs and durability upgrades to extend asset life.
    • Integration of refurbishment works with ongoing traffic operations.
    • Coordination of works to ensure continuity of transport services throughout construction.

The project required precise planning and staging to safely deliver two major bridge scopes concurrently while maintaining traffic flow and managing environmental constraints. Key delivery outcomes included:

  • Successful construction and commissioning of the new bridge while the existing bridge remained operational.
  • Safe execution of marine and high-risk bridge construction activities in a highly exposed coastal environment.
  • Effective management of tidal, wind and weather constraints to maintain programme certainty.
  • High-quality workmanship meeting stringent durability and lifecycle performance requirements.

The Joy Baluch Bridge dual-bridge project demonstrated our capability in:

  • Full-scope bridge construction from foundations through to superstructure.
  • Refurbishment and life-extension of existing bridge assets under live traffic conditions.
  • Marine and coastal bridge construction in aggressive environments.
  • Managing complex staging, traffic and stakeholder interfaces on critical transport corridors.

The completed Joy Baluch Bridge project has delivered a safer, more resilient and higher-capacity crossing for Port Augusta and regional South Australia. Our delivery of both the new bridge and refurbishment of the existing structure has created a durable, long-term transport solution that supports freight efficiency, community connectivity and regional economic growth.
